The interesting detail is that even after it cools Enwaves system, the city has to warm up the water a bit before they can put it into their own system. It's still too darn cold :)

Excellent question. EnWave doesn't say in their documentation but I presume the cold temperatures cause the pipes to shrink, so a poor fitting or worn joint would get worse.
 
I'm not sure you get the idea... The water is taken from the lake, used to cool water on a closed loop for Enwave, and then distributed as drinking water through the city's water system.

I got the idea. It was lost in my translation (for me).
