I don't want to be too dogmatic about this, as the failures here are really societies as a whole and really not easy to fix.

It seems to me this is a big improvement over what what there before and will at least help make life a bit more comfortable for those people who need and use it, so that is good news and that should be acknowledged.

However, I do agree there needs to be a place or places for people to stay during the day, wandering around downtown is not good, so better night time shelters are at best half a solution.
