Is there anything stopping Ice District from just parking the tower for now and focusing on Phase 2? Anything in their agreement with the City?
Economics probably. No reason to do all the groundworks for a brand new tower when you can just build on the existing columns from the roof of the Connect Centre.

Leasing for a tower here will also be easier because it's already perceived as a safer area than north of 104th Ave.

I'd be shocked if phase 2 begins prior to the planned Connect Centre residential tower.

Exactly, completing the development on this side before starting another phase probably makes the most sense for a number of reasons.

I assume the parkade below the development includes parking for the residents in the building that will maybe be built there eventually?

Yes, nothing needs to be done for parkings besides a card access door or gate in 1-2 of the 5 levels of parking. The underground lot is massive.
