I had heard that it was getting a slight haircut and would be 20-23... but perhaps this has changed.

This looks very nice. The update is also reassuring. I was really wondering whether this would go ahead, given the state of the site and that nothing happened for quite a while, but sometimes good things do come to those who wait.

For what it's worth, the website says "The development contemplates a 24-storey rental apartment building on a 24,000 SF site with retail on the ground floor". Is the website wrong?

It would sure be lovely if yet another developer demolishes the existing buildings and then decides to skip town.

Explain like I'm five please - Why doesn't policy prevent active retail from being torn down prior to a project being put on ice like this?

It certainly is frustrating and I have a lot of thoughts on that myself, but it just seems incredibly difficult to legislate anything like that. Just too many moving pieces to have some sort of legislation that incurs a penalty or impedes development should there be no guarantee of project construction commencing after demolition of existing structure.
