Update:
On an oblique piece of property located steps from the Alberta Legislature, the structural skeleton of an eventual 27-storey tower has made its long-awaited debut above the ground. Situated at 106 Street and 97 Avenue, Symphony Tower is being developed by the specialized team at Allen Wasnea Engineering, who retained architectural practice KENNEDY to imbue the block's historic character with a skyscraping touch of modernity.
 
What are they doing with the alley behind? Is that a public road or can they develop right to the wall? Some of the renders seem to indicate to the wall.
 
I know @Daveography -- it was definitely built on the cheap. Few windows and even those are up against the upper floor slab (too high?) probably to reduce a little framing cost. This building absolutely aches for a redo. I like your comparison to the remand centre building; ironically, letting something like this get built is criminal. Poor residents! It is even going to be more of a sore thumb set between two buildings that shine aesthetically.

It has laundry and dishwasher in every unit. I think that is the only attraction for renters.
 
Aug. 25 - rising fast! Curved portion facing southwest is very prominent.
