@westcoastjos If I were a betting man, I would hazard a guess that Nearctic was hoping to use sales of condos in this building to help finance the first phase of Strathearn. But, as with Strathearn once already, the condo market vanished overnight and they are stuck in limbo once again.

@MoreDensity A development permit requires the applicant to provide details of the project to a development officer who will make sure it meets zoning, codes, etc., or if it requires any variances. One more review by EDC will also be required at this stage. Once approved, they can apply to get their building permits to actually start construction.
