A former general supervisor fired for running his (admittedly brilliant and successful) coffee shop on COE time - bingo.

Damn, well I mean it would take a lot to get fired from any government job and I think that meets the bar.

If you believe what failed council candidate and former city manager with an axe to grind Jesse Watson says, this project is badly over budget, and the city has no idea what to do with this building once its finished

So the project did go over the original 2016 budget as the rehabilitation was underway and the true condition of the building became known (it was bad). Apparently the COE is currently seeking tenants for the building - the Arts Council was originally being looked at but unsure whether that's still the case. The rehabilitation work is done now and I believe the main building is ready for occupancy.

The city is 61% delayed on its work to rehabilitate the Iron Works building according to Taproot.
