^ I suspect both. With the densification planned for ICE II I imagine Sewers and Water Supply will both have to be upgraded and same for Electrical Service (this would be a great time to explore all of the advances in Solar and Wind -- Perovskite Panels (https://en.wikipedia.org/wiki/Perovskite_solar_cell) and Halcium Wind Energy Turbines (https://www.halcium.com/our-turbine) are front of mind. The City could play a major role in providing incentives for these to be set in place.
