The Ottawa Hospital and Infrastructure Ontario have announced the contractor who will be building the future Civic Campus at Dow's Lake following a 14-month proposal process.
In a news release Tuesday, the Ottawa Hospital and Infrastructure Ontario said the two groups have signed a development phase agreement with the "Ottawa Hospital Build Partners" to begin development of the new $2.8 billion hospital campus. The request for proposals went out in November 2022.

PCL Constructors and EllisDon have been named as the construction team, with PCL Investments Inc. and ED Capital Inc. as the financial advisors. Parkin Architects Ltd. and Adamson Associates Architects are on the design team.

"Signing this agreement is an enormous milestone for the new campus project. Our collaborative efforts with all of our partners will reshape the future of health care across the region for our community for generations to come," said Ottawa Hospital president and CEO Cameron Love.

Last year, the Ottawa Hospital signed an agreement with the Unionized Building and Construction Trades of Eastern Ontario and Western Quebec to set out the terms and conditions that will apply to all employers and all trades working on the project.

Infrastructure Ontario says the Ottawa Hospital Build Partners will work it and with the Ottawa Hospital under the Development Phase Agreement, as well as with the Ministry of Health, to continue to advance the design and confirm fixed pricing.

"Once the Development Phase is complete, it is expected that The Ottawa Hospital Build Partners will enter into a fixed-price Project Agreement with The Ottawa Hospital to design, build, finance, and maintain the new Campus Redevelopment project," Infrastructure Ontario said Tuesday.

The massive project to replace the aging Civic Campus is expected to be completed in 2028. The Ministry of Health is funding $2.1 billion toward the new hospital. The remaining costs are expected to be covered through other revenue streams, including a $500-million fundraiser.

I'm so confused by this build. It's a parkade, but started underground, now above ground but who builds staircases like this without going level by level? And it's supposed to be an above ground parking garage, but the garage will have a hole in the middle (or cut through) to allow air, light & ventilation for the LRT tunnel underneath?

The LRT ventilation part is not really that confusing. Tunnels frequently need vents and HVAC, as a cost saving measure it actually kind of adds interest to the otherwise most boring building type.

With the park on top as well this is a surprisingly interesting garage for Ottawa standards, especially if there is some sort of recreation association that will manage the courts. I do wish they would add a small retail on the Preston side (a bike/skate rental facility would clean up here) to hide the parking garage.

They only dug enough to level the ground floor (because it's built in a hill), maybe a bit more. Nothing is "underground".

The staircases also act as the structural core (or cores), just like the structural core in a high-rise tower that houses elevators, stairs and washrooms (in office buildings), so they have to be built first (this being a relatively low structure).

If Line 2 was electric, we wouldn't have needed the cut-through, but we do because it's diesel (saving a fortune on mechanical ventilation). Bonus is that it will bring in some natural light to the middle of this massive parking garage.

The DARA Tennis Club will be displaced by the hospital, so they will be relocated to the roof of the parking garage.

In sketches, the hospital's architects laid out how the parking garage would include 310 secure indoor bicycle parking spots and another 225 outside. A winding path would lead to a rooftop park with a play structure, an Indigenous garden and four courts for the DARA tennis club, as it will lose its long-standing location to the future hospital.

The views from this hospital are going to be absolutely epic. Sweeping vistas of the experimental farm, the rivers, the Gatineau Hills, and the various skylines of future Ottawa. I am just realizing how prominent this will be based on it's location and elevation.

A 2028 opening is unrealistic. I'm guessing 2030 at the absolute earliest. 2032 might be closer to reality.
