currently under construction at Richmond. The development is scheduled for completion in 2015. Harmony Condos has a total of 119 units.

The entrances on all 4 sides for the truck to carry soils and sands into the site are now closed, that means they are starting the piling process I guess.

Question: many (most?) of the projects in Richmond have these tall walls with sand/soil, while other Mainland projects don't. Why is that?

Those walls are only temporary used as a fence to hold the extra materials for later to transfer to the earth further down for foundation. Richmond and some parts of New West and Brentwood are in the flood plain area, so the stronger and deeper foundation is required.
