On the garbage cans issue.......

The Mayor has written to Executive Ctte to request Direction to staff to separate out the on-street garbage bins from any future street furniture contract, bringing them back in-house.

The exact wording will be available shortly.
 
Though Astral have certainly not been perfect, I am really not sure that the City would be any better. If one uses 'contractors' you need to have cast-iron contracts and the problem with the street furniture was the contract.

There are two sets of issues in respect of the bins.

Astral was responsible for bin design and clearly made a hash of that. From pedals that didn't work to flaps that were gross to door locks that always broke....

But the number of bins provided, their placement and the frequency of pick-ups is all on the City.

So I would describe it thus:

State of the bins, excluding overlfow - Astral is the culprit

Overlfow issues, largely on the City.

Shifting it in-house doesn't automatically fix anything, but in theory, makes it easier to modify designs and make quick pivots if things don't work as there is no third party to whom the City is beholden.

But the City could fix overflow issues in weeks or faster, by simply adding a few bins strategically, and adding 1-2 extra picks ups per week for problem locations. That they have not is a worry.

In general, more pick-ups are needed, imho
 
The overflow issues I am most familiar with are with the bins next to trails used for dog walking. And the bins overflow with dog poop bags. Has the City ever considered a separate stream for organics and dog poop?

No that I am aware of.......though the internal operations of waste management is more opaque to me than most areas o the City.
