What's considered a high rise? I can't believe Toronto would have more high rises than Tokyo or HK. Last time I went, I saw many tall buildings maybe due to density that made it over whelming, but still they had a lot.

Those figures just aren't right. 518 buildings and 50 high rises in HK? Is that just for Mong Kok?
 
That only counts buildings that are in their database. Toronto has a lot of interested people on there who have documented most of its buildings, Hong Kong apparently doesn't.
 
From their website's FAQ:

How tall must a building be in order to be considered a skyscraper?

Since the term was first used in the late 19th century, buildings of 12 storeys or more have been considered skyscrapers.
