why does Viva have a bernard terminal route and a newmarket terminal route? why don't they get rid of the Bernard terminal bus? this does not make any sense

Because demand is higher south of Bernard?

Sorry, but your question isn't very clear.

i am talking about the viva blue ropute in yonge street in york region. they have buses that go to bernard terminal during rush hour

and remember, this is only during peak hours.

There's alot of undeveloped land north of the Vaughan - Markham - Richmond Hill area, and aside from Oak Ridges, it doesn't pickup until you cross into Aurora. The highest ridership is in Vaugh-ham Hill (<--New word, feel free to use it), so it makes sense to turn back some buses at Bernard to better serve the busier areas.
