I think a more inviting way to connect south core with the rest of the dt area could be done by making the tunnels under the railway tracks wider and line the sides of the tunnel with underground shops and eateries, with wider walkways as well.

The area is currently occupied by GO entrances along those streets under the rail. The underground mall will be at Union Station. They're enlarging and adding an extra floor for shops, entrances and exists as well as GO platforms.
