The latter is a level of /fail and any reasoned person who had any inclination of this should not be surprised to have seen this coming in the least, IMO. But hey, grifters gonna grift! /bleh

Not yet. This is at the beginning of the appeals process and a Case Management Conference (CMC) has not been scheduled yet. Once they go through multiple CMCs, then a merit hearing or settlement will occur. That is likely 18-30 months away. Once the zoning is finalized, they will need to go through the SPA process and then the permits process and then they can build it. That is, if they want to build it. They can also sell it at any point in that process.
