From my completely naive perspective, I have a really hard time seeing how this project works economically. 4-5 years of construction and heritage restoration, what are the margins on a project like this?

They have been hit with delay after delay. I imagine the margins are razor thin. I stories I've heard coming from this site, is uh, not great.
