You can't really "pull a fast one". At 210 Bloor, it's not exactly that windows have suddenly appeared out of nowhere on the west wall, but the placement of some windows on that wall have moved, and the City is looking into it. In this case, if there's no Limiting Distance Agreement, these windows simply won't be allowed.

Hmmmmm....you sound like you know of which you speak, but I see zero windows on the west wall of 210 in the application that was approved at LPAT. The site plan app has a ton of them?
 
The new rendering is updated in the database. The height changed from 41.90m to 42.53m. The unit count changed from 104 to 115 units. Finally, the total parking space count changed from 137 parking to 124 parking.

This builder's choice to paint the now vacant storefronts black (boarded up) has not gone over all that well w/the locals:
