It's not clean, it's got four horizontal mullion lines per floor when there should be two. Neutral would mean no red balcony dividers, and actually I'll be surprised if that lasts and they don't go neutral greyish-green by the end. The precast frames tracing volume edges are what some people would tell you is architecture, and they might be if there were a hierarchy to them, or some attractive attribute they were highlighting, more than essentially just highlighting where the building bumps into angular planes. Then, possibly worst, half of what appears as windows now will have to be something else, more than likely back-painted grey spandrel owing to the City's thermal requirements (a good thing) and the inability of this design to hide walls otherwise (bad thing), so such things as the transparency at the corners is inherently deceptive.Very clean and neutral. Should not offend anyone.
