EOY Update: Looks like there was a new permit issued here on December 18, 2025 for a geothermal system. @Northern Light @Paclo, do you think we might see work start up here?

I think you answered your own question.
Permits are not free; pretty rare for builders to pay for those if they have no intention of using them.
Stafford is also a builder (as opposed to an upzoner/flipper')
That said, they do NOT have NOAC here which explains the lack of 'new build' permits.
