Based on the amount of barrels, I'd imagine they're taking sampling of the soil for testing. In terms of planning and eventual marketing, this project should still be a ways away from officially starting.

Years. And it's extremely doubtful Haven could do it without partners. Afterall, the demo part's already completed...
