rocks and shrubs in front of a condo lobby that could have otherwise been a retail space with tables and chairs.....

have people forgotten how to activate these kinds of public plazas? there is now nothing actually opening up onto this space. nobody will spend time there, unless maybe for occasional ceremonies by the indigenous centre

Perhaps they did not want retail in their building and they may plan to add benches or seating areas - which could be moved to accommodate any ceremonies or gatherings. (Considering the amount of For Lease retail in that and other parts of the City, I am pleased we will not see yet another empty store-front here.)
