After stating "it is making the cuts as it consolidates its Global aircraft completion work in Montreal", the article does later add "Bombardier will use the proceeds to finance a portion of its new facility at Toronto Pearson International Airport". There have been bulldozers, etc., pushing dirt around at the Pearson Airport site for several months, though the last time I saw it back in November it still looked like it would be a long time before any new facility would be built and finished.
And after De Havilland Canada/Longview Aviation said some time ago that they would build a new facility somewhere in Ontario to be ready for 2023 when they must leave Downsview, there now seems to be some doubt about the future of the turboprop Q400.

Edit: An update story today (Feb. 17):Industry observers say De Havilland needs to grow its order back-log, so it can justify the investment in a new assembly line elsewhere.
De Havilland to lay off 500 as it pauses Dash 8 airplane production
The Downsview factory will be permanently closed and moved later in the year to an undisclosed location, where production of the turbo-propeller planes will resume when sales return, De Havilland said
