No, no-one is suggesting something that ludicrous. People are suggesting that the design be reviewed something like the Urban Design office in the Planning Department. If you're going to make a major change to an existing building, there should be the same oversight that go into the design of new buildings.

Actually in this case the tower should receive a heritage designation - perhaps that should be the goal for its semicentennial.

The tarp has come down and another section has started.

It looks like the centre ring is staying exactly the same while the lower ring is being cut in half or eliminated. Might not be as bad as I had thought. The top and centre rings are what make the biggest impact in defining the look of the tower, specially at dusk when they reflect the sunset.
 
While they're at it, they should get rid of the whole lower ring. That could actually be an improvement.
