They probably meant Level 3, which is the ground floor at that end.

Level 3 is ground level at the north end. Level 2 is ground level at the south end. Level 1 is PATH level at the south end. The Urban Eatery at the north end is considered to be on the Concourse Level.

An update to the store itself:

-The 3rd floor restaurant that overlooks the the Eaton Centre is essentially completed
-The interior is still undergoing some electrical work but i'd say it is about 90% complete
-Products wont be moving into the store until at least mid-August (depending on how much work is left to be done)
-The Dundas street portion around the entrance is quite unfinished compared to the rest of the store
