That's one reason too and the other is probably because of all of the tourist that share their pictures inside of the Easton Centre daily on social media.

I got some more pictures today it looks like there is some sort of planter by the CF tower and the second cup now. It's big concrete box sealed with tar.

There is now a garage type door going up on the Eaton centre side probably for use as fire door or to close off the bridge for any other reasons that may have.

They were from Canada's Freestyle Skiing team, in advance of next year's Winter Games.

It's worth noting that "town planning" used to be an Olympic competition. I wonder if we would medal in it today.
I must say I questioned this but I checked .... Wikipedia notes:

Architecture
The 1928 Olympic Stadium, designed by Jan Wils, won the gold medal in architecture at the 1928 Olympics.
Until the Amsterdam Games in 1928, the architectural competition was not divided into categories. The 1928 games introduced a town planning category. However, the division was not always clear, and some designs were awarded prizes in both categories.
Entries in this category were allowed to have been "published" before the Olympics. A notable example of this is the 1928 gold medal for architecture awarded to Jan Wils for his design of the Olympic Stadium used in the same Olympics.

These "art" competitions ended after 1948 Games. (The winners all appeared to have 'sport' component.)
 
Too bad there's no Olympic (small c) Corporate Architectural Bitchfest competition, because that gold is ours!

That sounds more like your personal opinion than why it was chosen. Canada is good at lots of summer Olympic sports but building a swimming pool or athletics track isn't practical or suitable. Besides, the winter Olympics is up next not the summer Olympics.
