Are you talking in the distance to the right of DT Mississauga? If so that's the crane boom hanging ;p

That looks like the hook block for the tower crane. The top of the red circle is covering up most of the trolley for it.

Yup that's what I thought you meant. It is part of the crane. The Hook block and the trolley as mentioned by @GenerationLee

When I think of a condo named Festival Condominiums, I expect it to look colourful, not the monotone blue and white characteristic of new condos throughout the Greater Toronto Area.
