Probably because when they built it everything was preassembled and just had to be snapped into place, but now the old facade needs to be removed, the existing structure has to be cleaned, inspected, and modified, and then the new facade needs to be applied. Oh, and it might have something to do with there not being actual tenants inside the building at the time it was originally built. And maybe also because all of the work didn't have to be done from the outside.
