I believe they were. I'm pretty sure I saw silva cells there during construction.

This is my question as well. From the photo, the entire width of the public sidewalk is effectively blocked to pedestrian traffic. How can this possibly be legal?

It looks like the sidewalk runs between the tables and the building to me... in the pic the guy wearing shades appears to be on a bike.

Yes there was a space to walk through and the guy with the shades was on a bike.

Some newly delivered balcony glazing sitting waiting to be installed. I wonder if this is glazing for this side of the podium?

Even if the design isn't everyone's favourite (I personally love it...), the attention to detail on this one is really incredible.
