Those are revision clouds, they are just used to outline minor revisions to the drawing.

I think they are starting the gallery reno job.
With Mirvish and Projectcore's offices in a building that's set to be torn down for the west tower, and with a need for a sales centre, I wonder if 322 King West will be offices and a presentation centre first, before the upper storeys become an art gallery further down the road.

By the time these get built we'll have all lost interest by then.. or have died of old age. I don't expect these to happen anytime soon. But be sure they will post updates here if anything does happen anything at all. But don’t hold your breath. Not sure how many years it’s been since I first heard of this project (before it was even in these forums)
