The track is likely not the problem (there used to be a second track there, on the east side) - but I suspect there would be conflicts with the planned OCS for electrification.

In any event, it's a lot of money spent. I wonder if ML is paying, or Hydro? Very old pylons and likely end of life.

This is my understanding too. They're also conflicting with the proposed Caledonia Station build out.
 
Ah, I found the IBC that Metrolinx did for St Clair (Barrie Line) / Earlscourt Station. Metrolinx scrubbed it from their servers.

Ellesmere (Stouffville Line) and St Clair (Barrie Line) seem to be the only ones from the document that got 'delayed.'
 
^ Given that a streetcar in a dedicated RoW can transport folks to the St. Clair - Old Weston station (on the 15-minute or better Bramalea - Union stopping service) or to the frequent University subway line service, it seems unlikely that the time-saved benefits of another St Clair station will exceed the downside of adding another stop to the Bradford - Union service - Bradford. That service will already be stopping at East Gwillimbury, Newmarket, Aurora, King City, Maple, Rutherford, Downsview, Caledonia, and Spadina

If a Maple - Union service was added on the Barrie Line, adding stations at Concord and St Clair West might be appropriate.

Probably Metrolinx paying the bulk of the cost.

Hydro had plans to rebuild and increase voltage of other lines into Wiltshire TS but the earliest reference to this specific corridor I see in Ontario Energy Board documents mentions Metrolinx requested it.

In addition, if there were voltage upgrade plans (which usually requires rebuilding the pylons) Hydro would likely have done it in place.
 
If the Queens Quay Tunnel is a baseline for how bad drivers can screw up, this would sail over the bar. It would also mitigate structural safety concerns from oversized cars colliding with it.

Hopefully they can design and install bollards for it faster than they've been managing at Union Station...
