The clock tower will be restored to its original condition - there will be a lot more lost details that will be added back in.

We both know there's no way he's going to do that...

If one can get to the AIC to dig up new entries, one certainly has the necessary skills to find said report and come up with the answer. Besides the conservation plan is a great read - it tells the reader all kinds of details that are not apparent and speaks to the process far beyond any one-liner on the forum could - from said Conservation Plan:
