Didn't people already purchase units here? How does this OMB process work?

If they decide to reduce the number of units, then what happens to the people who already purchased units?
 
The OMB denying this sounds unbelievable. The proposal is literally in the shadow of several 20+ storey apartment buildings.
 
Southern block of stacks approved and northern block has been rejected. Not ideal for the purchasers. Freed will likely cancel all deals and sell site, or sell the 30 units at 40% more than original pricing.
