The City needs expropriation and conveyance of land directly south of this site for the J-Road (Olympic Garden Drive) that will be the service road for M2M. This recent City document shows a "Temporary Turn Around Circle" aka a temporary dead end street,.... which seems to indicates the connection to Yonge St and Beecroft will not be ready when M2M phase 1 is completed.

Newtonbrook Community Recreation Centre


The City is planning to build a new two-storey multi-use community centre at the Newtonbrook Plaza Redevelopment site at Yonge Street and Cummer Avenue.

Project Timeline

  • April to September 2021: Community engagement
  • Late 2020: Site plan approvals
  • Late 2020 to 2021: Design
  • 2022: Construction begins
  • 2026: Construction complete
The timeline is subject to change.

Location

The new 46,000 sq. ft. Newtonbrook Community Recreation Centre will be located within the base of the Newtonbrook Plaza Redevelopment, M2M community, at Yonge Street and Cummer Avenue in North York. The new community centre will be a two-storey facility accessed from a new street (Olympic Garden Drive), east of Yonge Street and across from a proposed new public park.

Phase 1 - southern 2 towers+podium site is bare
- Still No commitment from any Supermarket coming here, yet.

Phase 2 - middle 2 towers+podium includes park - still waiting for architectural drawings
Original Silvercore (pre-Aoyuan) site plan had community centre in Park; Aoyuan placed Community Centre in western half(?) of lower podium of Phase 2 - originally, just Non-Profit Childcare facility & Community Centre as per sales brochure:

Now, preliminary plans are for Community Space (shaded in purple) in 40% of western part of lower 3 floors of Phase 2 Podium with Non-Profit Childcare facility on first floor, new Library on 2nd floor (I've been complaining this is only ward in Toronto with only 1 library - North York Central Library) and Community Centre on 3rd floor.

Phase 3 is northern site is most of former FoodBasics site


Disappointing M2M Community Centre will not have a public library!

At April 2019 meeting with M2M developer Aoyuan, Aoyuan representative stated:
- Community Space (Community Centre & DayCare) originally agreed to be on the new park will go into podium of phase 2 so park will be larger open space
- they wanted to convert some of their required Section 37 Community Space (committed to Community Centre and Non-Profit Daycare) into a Public Library (about 4,000sqft) which will be at the cost of some of the Community Centre Space.

For City:
- Aoyuan proposed Public Library as part of their required Community Space; that means Community Centre becomes smaller to 25,000sqft; City Park & Rec says too small for Community Centre insist on at least 45,000sqft
- Anyways, to satisfy and exceed City Parks and Recreation demands of 45,000sqft Community Centre,... City will get 50,000sqft Community Centre by "add an additional 1,960 square metres" (21,097sqft) "to the approved 3,232 square metre" (34,789sqft) "community recreation facility" See Page 11 "Community Recreational Facility"
- City will pay developer Aoyuan $3.9m for the additional 1,960m2 (21,097sqft)
Pg 22: 4. “A payment of $3,900,000.00 from the City of Toronto’s Parkland Acquisition Reserve Fund, prior to the conveyance to the City of the Social Facility, which payment shall be indexed annually, from the date By-law – 2020 is in force, in accordance with the Construction Price Index”

Notice: City exceeding Park & Rec demand for 45,000sqft Community Centre by extra 5,000sqft,... enough for the 4,000sqft Library originally proposed by Aoyuan but No Library! - Somebody wants people to remain stupid!


So why is City now paying for on-site Community Space?
- not that the original Section 37 Community Benefit - community space negotiated between original Silverwood Newtonbrook Plaza & CityPlanning/(former) Cllr Shiner was too small, but rather when the City gets the Section 37 Community Benefits
- agreed upon Section 37 Community Benefit are payable before Building Permits are issued.
--- If money then easy!
--- If to be built feature - like an off-site community centre - City will need a cashier cheque from developer worth value of community centre for City to hold in trust. City will place funds in mutual fund to offset inflation. City will release part of the money back to developer as community centre construction progresses
--- If smaller feature on-site, City has option to not grant Occupancy Permit until built to City's satisfaction

Here at Aoyuan M2M construction is being done in 3 phases with Community Space going into Phase 2:
- For Phase 1 to get their Building Permit, Aoyuan would include cashier cheque worth the value of Phase 1's Section 37 Community Benefit contribution towards the final Community Space
- For Phase 2 to get their Building Permit,... City would insist Aoyuan include cashier cheque worth the value of Phase 2's Section 37 Community Benefit contribution towards the final Community Space and/or tie it to occupancy permit of phase 2
- Phase 3 haven't started yet? Phase 3 is still just a rendering of low/mid-rise,... no official redevelopment application and no Building Permit to grant,... thus City can't collect the Section 37 Community Benefit contribution from Phase 3 yet. This is mainly why the Section 37 Community Benefit community space generated from just Phase 1 and Phase 2 is deemed too small,....

When Phase 3 gets to Building Permit stage - the Section 37 Community Benefit could just be cash,.... which would more or less cover the $3.9million City is now paying for the additional 1,960m2 (21,097sqft) space for Community Centre. Again, Phase 3 is a wild card,.... Phase 3 likely won't be the low/mid-rise as rendered,.... it's more likely to be tallest and highest density of M2M 5 towers,... especially if Cummer Station is built and North York Centre Secondary Plan continue to fails to hold density restriction. Anyways,... maybe get Public Library as part of Section 37 Community Benefit in M2M Phase 3

I get your points about how you find it illogical or whatever but I don't think the library was really necessary because the north york centre branch is only 2km away from M2M Condos

2km is about 25 minute walk. I grew up in east-end Riverdale/beaches area - walking any direction I'll come across a public library within 10-15minute walk. Most of the former City of Toronto focus on a network of small neighbourhood libraries.

North York Central Reference Library is huge and has many features,.... but it's also the only library in Willowdale Ward 18 - the only ward in City with just one library! Here is a 2014 map of neighbourhood libraries - it leaves out the reference libraries like North York Central and Toronto Reference,.....but you can see how some parts of the City remains underserviced - sometimes relying on the mobile library bus

Huh, never knew Toronto had that many libraires so close. I guess I'm used to the current set up where i live. Very interesting

I feel the city should consider how better to integrate community center and library together. There might be some programs or services offered by community center and library are overlapped. Or their facility could be used more efficiently when sharing together. Library doesn't necessary require big floor plan nowadays. As most users are just walk in to pick up holds. Kids section/Computer area could be shared space/facility with community centre. Author/Reader meetings can be hosted in community centre rooms, etc...
