The top mechanical has never been a focus for Great Gulf, just look to any one of their previous or under construction projects. They've learned a lot along the way (X to X2), but they still have a long way to go. It's a shame considering the prominence of the building on the Toronto skyline. There's also a good chance they ran out of money from the unforeseen lobby/entrance issues.
