When people say it's sitting unused, they're saying that it is not being used for anything other than parking. We just let people park their cars there for 95% of the year because we haven't allowed it to be turned into anything useful.

Not saying I'm in favour, but the garage could also have a bar/patio on the roof, like Frank's Cafe in Peckham, London.
