Interesting. So does that wall continually get pulled out and moved as they fill more in. Or do they leave each wall section in place?

Not sure I understand you. The new dock-wall (the steel piles is "it" and they are in the final stages of filling in behind it and putting rocks on the lake side as fish habitat. The Parliament Slip remains, only rectangular not with a 'pointy bit' on north-east corner. Queens Quay will now be extended eastwards and Parliament will be realigned so they meet at about 90 degrees.

And I believe that I read on the WT site that QQE will be built to the ‘new’ design.
 
The WT Board documents for their meeting next week note:

Construction continues to fill in the head of Parliament Slip and create a new dockwall. Current work includes the placement of infill material and the installation of rock berm and will enable the extension of Queens Quay East and realignment of Parliament Street to support the future road network and planned light rail transit in the area. Construction is expected to be complete by January 2025.
