Seems like the balcony installation has hit a stand still. It doesn't appear there's been progress in a month or longer but I haven't been counting floors either.
Kotsy noticed the month plus delay around Feb 3.
The frames were installed to the top -1 level in November.
8 floors of glass have been removed recently from the peak of Feb 19. Ouch! Better than LOOK OUT!

When we say laminate are we talking the whitish fritted part of the glass that will give the balcony's their unique pattern? If so I would have assumed that part of the glass would have been sandwiched between two panes to avoid this very problem... is it basically just a sticker on one of the outside facing panes?
 
No. Laminate means the glass is more than one layer, glued together. Balcony glass is laminated both for strength and so that it won't fall out if it does break. Same as a car windshield. The laminate failing means the two layers are coming apart.

This glass is both fritted and laminated. One of the layers had a design baked onto it. I could be wrong, but I don't think the frit can be sandwiched in the middle of the laminate because it'd mess up the adhesion of the two surfaces (the frit is slightly raised). So the frit either faces in to the balcony or out to the street, depending on the look you want.
