Again an acronym on UT. What's HCD? Heritage Conservation District? If so, it's important to spell it out. Not everyone's in the know.
Though I agree that acronyms can be overused some are really VERY common - particular in subject-specific discussions. For regular participants in a forum on developments in Ontario/Toronto, I would say HCD should be sufficient.

I mean, if one had clicked the supplied link...

How does the WQW plan impact/inform decisions for this part of Queen?
I think ProjectEnd got the wrong link. There is a regular "Queen Street West" Heritage Conservation District:

Heyoo! You're right, I did link the wrong study! My apologies. (The dreaded acronym still applies though).

The correct one, linked by @Parkdalian above, was authored by our former Chief Planner, Jen Keesmaat's Office for Urbanism in the prehistoric days of 2007.

But not all participants in a forum on developments in Ontario/Toronto are regulars. I'm sure a large chunk are occasional lurkers. I'd say the vast majority of folks don't know what HCD stands for. It's common courtesy to avoid acronyms. Using them confers a kind of "insider" status, which is obnoxious. Lets' spell things out. Heritage Conservation District. There. That took 0.5 seconds.
