Have any permits been issued for this beyond demolition? Thanks!
NO, not yet...

Depends on how long Branded Cities have that sign for?

Background

Quayside is a 4.9-hectare (12-acre) area at the foot of Parliament Street, comprising about 3.2hectares (8 acres) of developable land across five development blocks, as well as parkland, open space and future roads. It’s destined to become a vibrant hub, linking nearby neighbourhoods like St. Lawrence, the West Don Lands, the Distillery District, Bayside, and the future Villiers Island. Waterfront Toronto is leading the area’s infrastructure public realm and local developers Dream Unlimited and Great Gulf Group – together known as Quayside Impact – will develop the mixed use community. The development will be constructed in stages, beginning with infrastructure, local streets, and interim uses.Location200 Queens Quay East, an area north of Queens Quay East from Bonnycastle Street to just west of Small Street.

Would they ever be able to fill that lot?

It seems excessive in any case. A better approach would have been half parking and half grass. (although locals may get too attached to the temporary grass)

Locals may get too attached to the parking lot. "It's so convenient when we have guests over!"
It's a no-win scenario, but one can hope this becomes a paid lot so it can at least generate some revenue for Waterfront in the meantime?

My understanding is the land (not the whole Quayside lot, just the part that the zoning application is for) has already been transferred to the developer Quayside Impact and is no longer owned by Waterfront Toronto. The statement above seems to confirm that by saying the parking lot is being built by "Quayside Impact". So no revenue from the parking lot would flow to Waterfront Toronto.

It's safe to say that this confirms that construction is not imminent, which is a shame, but also to be expected. Construction costs are still high, and the market for condos (particularly new condos) is falling.

It does feel like a step backwards - a new parking lot along our waterfront. But it's only temporary (🤞).
