I can't grasp any sort of overriding idea or concept for this building - it just feels like a bunch of discrete elements that don't have anything to do with one another.

Yeah, brick walls all the way to the top on new builds and those pop-out bay windows on every third floor are a dime-a-dozen.

Even the spandrel is colourful and thoughtful. Definitely a thumbs up for me.
