It is - and the building in question is becoming inadequate and probably doesn't represent the best use of the property. I mean at the end of the day the area is getting gentrified and I think one should acknowledge that it is part of the rationale as well - moving away from an ultra-concentrated pocket of abject poverty is probably healthier, but what's the replacement?

Once this and some of the gentrification efforts are underway Allan Gardens will be dramatically changed.
 
It has been a long time coming for the changes that are going to happen in the next few years.

Let us all hope they are positive and life changing changes.
