If transit wasn't so messed up in this area, there would not need to be two bus stations at Pioneer Village station.
A single massive bus terminal isn't more efficient than 2 smaller ones unless you expect a large number of people to transfer from a YRT bus route to a TTC bus route. Keeping buses from crossing Steeles probably has a few advantages too.
Both Don Mills and Finch stations get traffic jams caused by circling buses, so driving past 17 bays to circle the station isn't free nor particularly beneficial.
I don't know the best design but a single massive round-about probably isn't it from an operations perspective. Elevators, however, really like it.
