it isn't. It went dormant for a month or two, but is more than active now. They are just starting tower construction now I believe, the residential portion has an additional base level to fit amenities that had to be constructed first.
 
Maybe they have an occupancy date for a major tenant requiring all their resources to focus on the office tower for a while.

The office tower is moving quite quickly - the glass may catch up to construction soon.

The glass has caught up to the pour deck a few times, actually. Typically, envelope cladding will trail the pour deck by 3 - 4 floors due to reshoring (which prevents loading of the floor) on all the slabs beneath the active deck.
 
I give it a -100 thumb now and a real miss opportune for the area.

Office tower = one of the best projects in the Southcore.

Podium = unmitigated disaster.

Agreed. Love the tower, but the podium? This stretch of Harbour is finally getting an opportunity to open up and attract some pedestrian engagement with the off-ramp coming down (and hopefully a cool park in its place). The podium doesn't respond to that at all. Looks more like a bomb shelter...
