For the most part this project is dead. Killam withdrew their OPA/ZBA application in November of 2020 citing uncertainty in the commercial/office markets. Since then there hasn't been any additional plans for the site.

The only building that is progressing is the currently under construction building at Dietz and Erb as it only required a SPA since it abides by the existing zoning. For the most part this project is as good as dead in that format.

When this was first proposed in 2019 there was substantial opposition from the surrounding neighborhood, particularly those in the townhomes behind the development. However many others were concerned beyond just them, which is completely normal for Waterloo unfortunately.
