I think this has to do more with accommodating a lay-by (or multiple) for Harbour 60 valet rather than redevelopment of the site.
There a ton of permits filed for 60 Harbour and issued between 2022 and 2024 for renos/alterations to accommodate the restaurant
I haven't seen any new apps or docs submitted for the office building since 2022. And I doubt they would be finalizing site plan without a committed tenant and a clear plan to build and move forward
Residential rentals would make sense for Oxford here... but that is a big pivot play. And I believe Oxford development arm is a bit pencils down at the moment? Maybe
