It's not steel - it's still mostly concrete framed. There are some large structural steel elements in the lower levels including the start of the super-columns, but it's still mainly concrete.

I dont have time to look for it, but earlier in the thread someone mentioned the construction may be similar to the CITIC Bank Headquarters in China.
