Bad concrete pour on a critical pier. How deep do those issues go? Is it repairable? Although, I don't know anything about this stuff, it may be fine. Anybody out there with concrete knowledge?
 
It appears the worker there is chipping out the areas and that they plan to repair that some how? Also, those columns are HUGE.
 
I think given the size of the column it's ok and as long as the rebar is not exposed from the chipping.
 
Although the Gardiner's supporting piers are probably more crucial to repair, given their perpetual exposure to the elements.
