Can someone tell me: What is that giant slab-like thing -- it looks like the flatbed of an enormous pickup truck, separated from its cab -- projecting from the fifth floor (last double-height floor) on the east side of the building and cantilevered over the street? What is it and what is for? And why is there only one?

It's a cantilevered platform for bringing stuff onto (or off of) that floor via crane. It's easier to stick that thing there, which extends inside and is fixed in place at the other end, and then there is a nice platform to put stuff on rather than having to swing it in somehow. This one is cool in that it appears to be on rollers so it can extend in and out to make it easier on the workers.

Why only one? No idea...I suspect you will see more and this one will move up the building as stuff is no longer needed to be hoisted onto that floor (or the floors above or below).

Probably because they only need one. Or they've been permitted to only have one. Either way, it's a neat and useful device, I'm sure.

Big progress since the start of the year! Can only image how much more of this will be built in another year from now.
