Like the other two locations, looks like a third big screen/monitor in play.

A shame if the developer/city doesn't bury most of the overhead cables/lines

Nice pic. This is Draper Parkette which includes a cat and some other animal statues. "Cat Park" is the future park on Wellington Street beside Le Select which is totally cat-themed (if the CC+A design survives and is built eventually).

Excavation is now underway for the new 'Cat' Park - offsite park land for The Well project. Photos taken Wednesday, August 10. Confirmed by personnel on site that the activities underway are for construction of the park.

I believe it is a bit of a memorial for a beloved neighbourhood feline "Dizzy".
