BTW, a sign just went up at that gas station in the foreground referring to an application to build a 30+ storey tower there.

This looks like it is using another unique construction method.. doesn't looks super dissimilar to The One. Explains why excavation took so long too, they were driving all those massive piles.

Not sure it's that unique but the pile driving was basically finished in early 2019 and it does not explain why it has been taking them a very long time to actually remove earth. They could certainly have additional diggers working.
 
That concrete floor and all the pillars are being exposed as they excavate. Does all that have to be removed before construction? It doesn't look like what they were putting in over the winter. But I know nothing about this stuff...

They are exposing the bases of the piles they drove in last winter and surrounding them with a (new) layer of concrete. They will sooner or later start building up from there.
 
You can see it on the photo above. A thick layer of black that is probably oil. At one time there were oil tanks on the site.
